UK-UKRAINE TWINNING INITIATIVE
The Twinning scheme is an institution-to-institution collaboration model aimed at supporting universities in Ukraine amids and post-war by creating meaningful partnerships between Ukrainian and international higher education institutions.
The Initiative is coordinated by Cormack Consultancy Group with the support of Universities UK International, the President’s Fund of Ukraine for Education, Science, and Sports, and the Ministry of Education and Science of Ukraine.
The main drive behind Twinning is to keep the integrity of the Ukrainian higher education system, prevent brain drain, and help universities in Ukraine to come out of the crisis with added resources, skills, and robust international experience. Twinning entails a long-term commitment (a minimum of 5 years) between participating institutions to foster sustainable and mutually beneficial partnerships.

The UK–Ukraine Twinning Initiative and the 100-Year Partnership
The 100-Year Partnership between the United Kingdom and Ukraine places education, research, and skills at the heart of Ukraine’s long-term recovery and integration with global academic and innovation networks.
The UK–Ukraine Twinning Initiative directly supports this vision by turning strategic commitments into practical, institution-to-institution partnerships between UK and Ukrainian universities. Through long-term collaboration, Twinning strengthens institutional capacity, supports curriculum modernisation, promotes academic mobility, and sustains international engagement during wartime and recovery.
The Partnership Plan’s focus on university cooperation, research and innovation, skills for reconstruction, and academic freedom closely aligns with Twinning’s core objectives. With over 100 university partnerships already established, the Initiative demonstrates how enduring people-to-people and institution-to-institution links can deliver lasting impact.
